Analysis
As part of the FY2018/2019 approved budget, funds were allocated for the conversion of the Rain/Stream Gauge Flood Warning System, from ALERT to ALERT2 protocol.
High Sierra Electronics is the Sole Source provider for the City's Rain/Stream Gauge System. The amount requested is for the purchase and installation of the equipment to convert the entire system to ALERT2 protocol. This will provide more reliable and consistent data during storm events. The data is used to determine which roads to close, in what order, and will be used to assist the City's First Responders during storm events. The ALERT2 protocol will provide set times for the data to report, which will reduce data loss, and improve data flow to First Responders.
Chapter 271.022 of the Local Government Code authorizes local governments to exempt competitive sealed bids/proposals when the required items or services are only available from a single source.
