Analysis
The City is requesting $800,000 for Splash Factory improvements. The Splash Factory opened in July 2003. Throughout the last 16 years, various improvements have been made to enhance the facility and sustain guest experience; annual visitation exceeds 4,500. The current state of the park includes rust & oxidation on fixtures, faded and damaged shade structures, failing mechanical/electrical systems, and faded/chipped play surfaces.
With the Splash Factory adjacent to the recently renovated/expanded Charley Taylor Recreation Center, city staff has proposed an improvement project for the Splash Factory to compliment the recent renovations at Charley Taylor Recreation Center; the proposed improvement project will provide funds to replace and update all existing fixtures, add new spray components in the park, replace and upgrade mechanical/pump systems, resurface all splash pad play areas, replace all existing shade materials, various electrical upgrades, and enhance/expand service structures in the park.
Financial Consideration
The Sports Corp Fund currently has an uncommitted balance of $9,855,846.09. Another request for $2,000,000 has been submitted, which, if approved, would leave an uncommitted balance of $7,855,846.09. If approved, the $800,000 transfer to the City’s Park Venue Fund would result in a remaining Sports Corp balance of $7,055,846.09.
