Analysis
The proposed price agreement provides for Geotechnical/Material testing professional services for City capital improvement projects.

Notice of bid #19087 for request for qualifications was advertised in the Fort Worth Star Telegram and Bid Sync; it was viewed by 35 vendors. No Grand Prairie vendors were available for this commodity. Purchasing received 22 responses as shown on attachment A.

A committee of staff performed the evaluations. The various item prices were negotiated amongst the three firms to establish one price per item to be used by all the three firms and as amended as part of Ordinance No. 7951 being considered by the City Council. The award is recommended based on the Firm's qualifications to include the firm's background and financial stability, past performance and experience with municipalities, related experience, firm and staff certifications, firm's major related equipment and calibration, flexibility and workload.

Staff recommended that this work be performed by three professional firms: Alliance Geotechnical, Kleinfelder, Team Consultants. Specific work assignments for the professional will be at the City’s discretion and to be based upon size of project, complexity of project, firm’s familiarity with the...
