Analysis
Intelligence led policing is a pillar of the strategy of the Grand Prairie Police Department. Technological advances continue to become available to the department as it pursues the goal of maintaining a safe environment with a high quality of life. The Police Department’s Criminal Investigations Division has long utilized the LeadsOnline system that monitors transaction data from pawnshops, scrap yards, eBay, gold buyers, “OfferUp.com” and other secondhand stores where some criminal enterprises attempt to conduct nefarious activities. Although the Police Department has successfully utilized LeadsOnline for many years, the current agreement was under a plan that has been discontinued and is no longer available.
LeadsOnline is a proprietary service that is unique in that it owns and manages its entire network, receiving data directly from pawnshops and secondhand stores. This ability to integrate its networks with law enforcement agencies throughout Texas and the rest of the United States creates a distinct feature not available from any other system. Sole source purchases are exempted from bidding requirements as stated in Section 252 of the Local Government Code.
