Analysis
The landfill's daily operation is governed by State and Federal regulations necessary to ensure environmental compliance. The facility's site operating plan specifies a minimum amount of equipment required to meet these regulatory requirements, which includes fire suppression. It is important that this equipment be available and functional.
The City has two operational Dozers at the Landfill which run approximately 3,400 hours annually. The undercarriage (tracks) on the oldest dozer are showing signs of failure and needs an overhaul. This jeopardizes our ability to adhere to the operational requirements to ensure environmental compliance.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. Each to perform governmental functions or services including administrative functions normally associated with the operation of government. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master, interlocal cooperative agreements with various entities including BuyBoard. The BuyBoard contract #515-16 began December 01, 2016 and will expire November 30, 2019.
