Analysis
Price Agreement with APSCO Supply will be utilized by the Water Utilities Division for purchasing transition couplings and PVC fittings.

Notice of bid #19145 was advertised in the Fort Worth Star Telegram and Bid Sync; it was distributed to 23 vendors. There were no Grand Prairie vendors available for this commodity. Four (4) bids were received and opened as shown on attachment A.

Initially, the bid received from Core & Main, LP appeared as the lowest total bid, however upon further review, items 6-13 of their bid failed to meet specification and therefore not considered in the evaluation. After a one-to-one comparison on the remaining items, APSCO Supply of Kaufman, TX is the lowest responsive bidder and is recommended for award.

It is important to have secondary vendors because transition couplings and PVC fittings may not always readily available from the preferred vendor when needed. Therefore, we recommend that a secondary award to Ferguson Waterworks in order to procure transition couplings and PVC fittings from the second low bidder, if the primary vendor cannot meet delivery requirements.
