Analysis
In 2004, the late artist Tommie Weddle completed an iconic prairie-themed mural on the underpass of I-30 at Belt Line Road in Grand Prairie. This outdoor mural has been exposed to fifteen years of Texas weather and roadway pollutants. In some areas, it has some photodeterioration and in the more protected areas, it has a covering of pollutants associated with exhaust. This mural is viewed by scores of motorists every year and has become a beloved landmark. It has been clear-coated twice since its original installation and is now in need of a broader restoration project.
Notice of bid #20012 was advertised and distributed to seventeen vendors. There were no Grand Prairie vendors available for this commodity. Two bids were received as shown on attachment A.
The award was based on best value criteria set up in the specifications, including price, experience, references, local business presence, and past relationship with the city and other municipalities.
