Price Agreement with Street Smart, LLC, for criminal intelligence software, through a sole source agreement, with the first year cost of $57,900 with the option to renew for four additional one-year periods at $42,900 per year totaling $229,500 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term(s)

Analysis
In an ongoing effort to effectively and efficiently respond to, and reduce criminal activity in the City of Grand Prairie, the Police Department conducted research to identify a software package that would assist in automating the process of relaying criminal intelligence information to patrol and field units in a timely manner. The Department selected Street Smart, as it will integrate with the current Computer Aided Dispatch and Records Management System (CAD/RMS) software, and will provide real-time criminal intelligence information to our officers while using the mobile devices in the field.
Street Smart, LLC is the sole provider of the Street Smart software. No other software package on the market is able to provide all of the same features as Street Smart, particularly real-time updating and peer-to-peer messaging within the system. Sole Source purchases are exempt from bidding requirements as stated in Section 252 of the Local Government Code.
Financial Consideration
