Analysis
This contract will be for departments to utilize for the portable toilet rentals on an as needed basis, including for special events. The initial contract was for $45,000 annually but required a $25,000 change order to sufficiently cover Prairie Lights; this request is to authorize City Staff to process the renewal for this contract along with a $25,000 increase anticipated to be needed in the next contract term, representing a cumulative change of $50,000 over the life of the contract.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including TXMAS.
United Rentals through their TXMAS contract offers the portable toilet rentals the City requires.
The TXMAS contract TXMAS-18-51V09 began November 1, 2018 and will expire October 20, 2020, with no extension remaining.
