Analysis

City staff has been working with Catalyst Commercial for planning services focusing on our IH-30/Belt Line Road Corridor and downtown area and to create two Merchandising Plans since City Council initially approved this project for $71,229 on February 20, 2018.

Change Order 1 was executed by the CMO’s office in September of 2018 to begin Phase 3 of the Downtown Turn Back Initiative at a total of $27,431.

This Change Order 2 is the continuation of Phase 3 including drafting a zoning ordinance, and completing the final zoning framework & phasing plan for $23,635 that has already been expensed, requiring ratification since both change orders total $51,066.  Additionally, staff is requesting an amount not-to-exceed $8,934 to provide ongoing consultation and support as needed until a future change order for Phase 4 can be brought before council in early 2020. The total for this request tonight is for $32,569 bringing the total cumulative increase of both change orders to $60,000 along with the initial contract of $71,229 for a total life-of-contract amount of $131,229.
