Analysis
The City of Grand Prairie has been under the Medical Direction of Dr. Sharon Malone and Questcare Medical Services (an affiliate of Envision Physician Services) since 2014. Envision submitted a proposal in response to the City's RFQ for EMS Medical Control Services. Its proposal made reference to Questcare, but it was not clear the 1) Questcare was an affiliate of Envision; 2) Questcare would be providing the actual services under the contract; 3) that the proposal was submitted on behalf of Questcare; and 4) that any contract was to be awarded in the name of Questcare.
On August 6, 2019, the City awarded the contract in the name of Envision rather than Questcare. Envision subsequently provided a letter of clarification, and this action is to re-award the contract in the name of Questcare in substitution of Envision.
Financial Consideration
The current contract's expiration date was extended to December 31, 2019. Funds are available in FY 2019/2020 General Fund budget 291010 61430 for the first term of the new contract. Funding for future fiscal years will be paid from that years approved budget.
