Analysis

Southwest Elevators, Inc. will provide preventative maintenance, monitoring, and repair services to various City Elevators. The Vendor will charge $2,305 per month/$27,660 per year for PM services and $2,305 for annual inspections, leaving a $10,000 allowance for repair parts or services to keep the elevators operational.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master interlocal cooperative agreements with various entities including NCPA.

NCPA Contract #02-69 was executed on August 1, 2019 and set to expire July 31, 2020 to Reliant Elevator Inspections & Consulting, of which Southwest Elevators, Inc is an authorized affiliate under this cooperative contract.

Financial Consideration

Funds are available in various departments operating budgets and will be charged accordingly on orders through the end of the fiscal year.  Funding for future fiscal years will be paid from that year’s approved budgets.
