Analysis
The WL130 Flip Screen is an attachment for the Loader. This attachment is a material sorting unit as well as a standard material bucket. This piece of equipment can be used to sort materials on the yard while maintaining the ability to load materials into sand spreaders or dump trucks without changing from the flip screen to the bucket attachment. It also has the ability to screen and sort materials that have solidified. In particular our concrete flex base, milled asphalt and Meltdown 20 materials that solidify in storage. This device allows us to break the materials into finer aggregates that are small and manageable. The sand spreaders that we use need to have the materials broken down in order to maximize our sanding operations.
Local Government Code Chapter 252 provides an exemption from the competitive bid process when an item or service is available from only one source, of which Classic Architectural Products is the sole vendor in providing this specialized Flip Screen attachment.
Financial Consideration
Funding for the one-time purchase of the WL130 Flip Screen through a sole source vendor at a cost of $52,400, available through the FY 2019/2020 Storm Water Fund account 257010-68360 (Other Equipment).
