Analysis
This project is the implementation phase of the Commercial Water Assessment project from 2019 that assessed and ranked all 247 large Commercial Water Meters based on condition and criticality and provided a Capital Improvement Plan for those meters and appurtenances.
The proposed contract is for the design associated with the first 15 Meter Vault Rehabilitations recommended as part of the Capital Improvement Plan created by the previous project. This project also includes a program management piece to help the City update the City’s assessment tool and revise as needed based on these first construction projects.
This project was identified and funded during the FY 19/20 budget process to allow for yearly design and construction of aging infrastructure of commercial water meter vaults in the City.
Chapter 252, Section 22 of the Local Government Code allows for the exemption to competitive bidding when the expenditure is for Professional Services such as engineering services. Freese and Nichols, Inc. was selected as the most qualified professional due to their familiarity with similar projects and their past record of performance on City projects.
