(up to $45,000 annually) for one year with the option to renew for four additional one-year periods totaling $225,000 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
Type I Municipal Solid Waste landfills in the state of Texas are required to cover the waste-receiving area of the operation in order to mitigate vector intrusion and to control odors. This may be done with either dirt, mulch and soil or an approved alternate daily cover. The City of Grand Prairie Landfill #996-C is approved to use a small list of materials as alternated daily cover, including Quick Cover and Quick Cover LT, which is provided by Space Savers, Inc.
Notice of bid #20120 was advertised in the Fort Worth Star Telegram and Public Purchase; it was distributed to eight vendors. There were no Grand Prairie vendors available for this commodity. Two bids were received as shown on attachment A.
The low bid received from Space Savers, Inc. meets specifications and is recommended for award.

Financial Consideration
Funding for a price agreement for the purchase of alternate daily cover is available in the FY 2019/2020 Solid Waste Fund budget (303510 60480) alternate daily cover and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year’s approved budgets.
