Analysis
On February 29, 2020, the City discovered a water leak on the 30"water line located on the west side of Beltline Road on the north side of the Trinity River at Palace Parkway. It was necessary to employ a contractor to complete this repair to install a 30” butterfly valve to stop the flow of water between Refugee Way and Palace Parkway without shutting off services to the warehouse district to the north. The City does not have the in-house capability to perform such a repair.
The leak affected water service to such a large area an immediate response was critical, and therefore essential to restore the connection as soon as possible.
Local Government Code 252 allows for an exemption from the bid process for procurement necessary because of unforeseen damage to public machinery, equipment, or other property. Due to critical nature of emergency, we requested and were approved to waive the normal bidding procedures and awarded contract to North Texas Contracting, Inc. in the amount of $355,678.
