Analysis
Parks, Arts and Recreation has worked with Dallas County and Dallas Area Agency on Aging for the past 35 years offering funding for a senior meal program and for senior transportation to the nutrition site. During the past years, staff has been working with the agency to enhance and expand the program for our citizens, 60 years of age and older.
This amendment allows a reimbursable meal program during the COVID-19 Shelter-in-Place.
Additionally, approval is requested to authorize the City Manager to execute any additional amendments to this agreement that might be necessary until its expiration at the end of this fiscal year. FY21's agreement will still be brought before Council at the beginning of fiscal year 2021.
Financial Consideration
The program receives a partial reimbursement of costs from the Dallas Area Agency on Aging. Total funding amount for the senior meal program has been increased to $189,855 with an expected reimbursement of $117,300.
The City is responsible for product, labor, operation and transportation cost upfront. However, the program is reimbursable through the Dallas Area on Aging at $6.90 per meal and $3.91 per trip. Staff estimates serving 25,000 meals during COVID-19. Reimbursement will be processed through Congregate Meals Grant (FY20 Grant) and Special Program for the Aging (FY20 Grant).
