Analysis
LIBERTY FLUID POWER, INC., has requested a license to park on City right-of-way at Northeast 31st Street and 3100 East Main (See attached Exhibit “A” plat exhibit). This will provide required parking space of 2,112 square feet to allow for conversion of an existing machine shop to tire store. The requested parking space is between the east curb line of Northeast 31st Street and the converted tire shop. Construction of the new concrete parking will be according to City standards. Drainage will be maintained with drainage to the existing inlet on the west side of the Northeast 31st Street and Main Street.

Approval of this license agreement for parking is required for 3100 and 3106 East Main Street to convert to a tire shop (See attached Exhibit “B” for aerial map of the property).

Applicant has applied for a license to park on the right of way of Northeast 31st Street at Main Street. This building was originally a machine shop. Now, it is tire store. An SUP was issued by the City on February, 4, 2020, allowing the conversion to a tire store.

As part of the SUP, this west side of the store is required to have overhead doors removed, then openings are to be filled with masonry material. The area between the curb and building will be concrete. This parking is needed for employees and customers.

All utilities have approved the use of the right of way for parking. The license will have a 10-year term with either party having the right to terminate upon written notice.

Staff recommends approval of the license agreement.
