Analysis
On December 12, 2019, we discovered a water leak on the 12"water line located on the east side of Lakeridge Parkway at High Hawk Blvd/S. Great Southwest Parkway. Once the contractor identified the failed section of 12” water main it was determined, several issues led to the precipitous deterioration of the pressure reinforced concrete cylinder pipe (RCCP). The repair included removing and installing a new 12” water main line from the east side of Lakeridge Parkway to the west side by the contractor. We do not have the in-house capability to perform such a reparation.
The leak affected water service to such a large area an immediate response was critical, and therefore essential to restore the connection as soon as possible.
Local government code 252 allows for an exemption from the bid process for procurement necessary because of unforeseen damage to public machinery, equipment, or other property. Due to critical nature of emergency, we requested and were approved to waive the normal bidding procedures and awarded contract to North Texas Contracting, Inc. in the total amount of $402,791.
