Analysis
The Police Department continues to review and evaluate the efficiency of its operation and management of all law enforcement and public safety responsibilities in order to provide a high level of quality service to the citizens and visitors of Grand Prairie. Members of the Code Compliance Division along with Police Department staff have found that various donation boxes that have been placed around the City have begun to create problematic quality of life issues. Staff has received complaints due to donation boxes being placed on property without the property owner’s consent. Some of the unkempt donation boxes create unsightly appearances and are usually accompanied by trash and debris. The trash and debris surrounding the boxes create public health and safety issues. The City has experienced difficulty contacting the operator's of donations boxes to address complaints related to the placement and operation of the boxes.
Staff is recommending that these donation boxes be regulated in placement, proximity and use throughout the City for the health, safety, welfare of the general public, and for the protection of landowners and residents.
