Analysis
The Fire Department and Office of Emergency Management is seeking to update the special events ordinance established July 19, 1988. The City encourages special events that foster the betterment of the community, the promotion of cultural diversity, and the advancement of commerce within the City. However, gatherings of persons, outside the normal day to day activity of a property, facility, or location, may place unique demands on public resources and pose a potential danger to public health, safety and welfare. In order to plan for these demands and ensure public safety, it is necessary that we update the ordinance to address these concerns which are not intended to place unnecessary burdens on any right of association, assembly, or freedom of expression.
This item will be placed and presented to the Public Safety Health and Environmental Committee on Dec. 6, Finance Committee on Dec. 13, and Development Committee on Dec. 6. After feedback from all three committees, the ordinance will be updated based on feedback from the city council committees and adopted through the agenda process in February or March of 2017.
