Analysis

State Regulations require that Impact Fees be deterimined based on a ten year CIP plan that is updated every 5 years. the purposed of this item is to present to the recommendation of the Impact Fee Advisory Committee (actually the P&Z with 2 added members)

As before, due to the different wastewater and water providers, we have divided the City into the North and South Sectors, each with their own impact fee structure.

The study indicates the maximum chargable impact fees in the North Sector for the normal residential size water meter of 5/8" is $3,706 for water and $2,025 for wastewater.  Therefore the maximum allowable total impact fee if implemented for new homes with the noral 5/8 meter would be $5,731.The current charges for the North Sector (which are 50% of the previous determined allowable) are $1,711 for water and $543 for wastewater, making the total curently charged impact fee for a new home to be $2,254 (which is 50% of the allowable fee of $4,508.

The South Sector, have more projects to be developed is based on a larger CIP.  In this area the basic allowable charge is $6,043 for water and $1,998 for wastewater (total = $8,041). The current charges are $3,617 and $1,258 (total $4,875).  The are also 50% of the allowable determined at that time.

It should be noted that larger meters are subject to a multiplier which increases as shown on the attached table.

Also attached is an impact fees comparison of other area cities (not all cities have impacts fees, nor do they all include all projects in their CIP).

Recommendation: The recommendation of the Public Works Department is to maintain the existing impact fee structure in order to remain competitive with other area cities.
