Analysis
The Public Works Streets Division was approved funding for these commodity storage units for Fiscal Year 2017. These storage units are made from a high density fabric stretched across a metal exoskeleton and have an expected life span of 25 years. The equipment storage building is 5,000 square feet and will house street maintenance equipment which is currently stored out of doors, in the elements. The commodity storage units are 600 square feet and will shelter stockpiled material such as top soil for construction projects and Meltdown 20 (sand/salt) used in treating icy roadways.
Chapter 271-102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchase through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get the better prices with the same vendors we use now.
Guard-All Building Solutions through their BuyBoard contract offers Fabric Tension Buildings and Fabric Tension Storage Bins.
The BuyBoard contract # 512-16 began October 1, 2-16 and will expire September 30, 2019.
