Analysis
During the design porcess for the EPIC project, consideration of the multiple functions of the gymnasium space was an important function. The height of the ceiling over the gym, in order to accommodate the third level track component also played a role in the decision making for selection of gym equipment. Jelco Gymnasium Specialists provides an arena style basketball goal system that meets the size requirements of the built in gym seating and provides a standardized unit for all six locations in the gym area.
Chapter 791 of the Texas Government code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operations of government such as purchasing of necessary equipment supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity of agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including TIPS.
The proposed equipment purchase was reviewed by the Finance and Government Committee on May 2, 2017.

Funding for this equipment is available in The EPIC Capital Projects Fund (320893) W/O #01512003 (The EPIC) Wellness Equip (68295).
