Contract with the recommended low bid contractor, C. Greenscaping, LP, for the installation of a landscape irrigation system at the Charles V. England Training Center at a cost of $63,400; and authorize the City manager to execute change orders with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation for the change order
