Price agreement for grass and sod replacement from Grey Construction (up to $59,925.00 annually) for one year with the option to renew for four additional one-year periods totaling $299,625.00 if all extensions are exercised; award a secondary to Blue Sky Sod Farm, LLC (up to $58,412.50 annually) to be used only if the primary is unable to fulfill the needs of the department for one year with the option to renew for four additional one-year periods totaling $292,062.50 if all extensions are exercised, and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
It is the intent of this contract to facilitate the grass/sod replacement services for various locations throughout the City of Grand Prairie. These locations include, but are not limited to, areas disturbed by Water Utilities resulting from utility repairs or replacements.
Notice of bid #17086 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to 21 vendors. There were no Grand Prairie vendors available for this commodity. Two bids were received as shown on attachment A.
The bid received from Grey Construction meets specifications and is recommended for award based on receiving the highest score in the evaluation matrix.
The secondary vendor, Blue Sky Farm, LLC, will be used as a secondary vendor if the primary vendor cannot fulfill the needs of the City for any reason
