Analysis
At the July 19, 2017 Board of Director's meeting for the Grand Prairie Metropolitan Utility and Reclamation District (GPMURD), Halff Associates reported that they were contacted on June 2, 2017 by City of Grand Prairie code enforcement regarding a leaning fence at the top of the levee on the south side of Hunter Ferrell Road. Halff Associates contacted a fence repair company and conducted a site visit on June 16th to discuss the issue and repair options. Halff Associates recived a quote for the repair of the fence in the amount of $52,380.94
The fence in question is on GPMURD property. However it serves as the security fence for Lone Star Race Park's (LSRP) horse barns. Half researched record drawings for both GPMURD and LSRP but found no indication of when or by who the fence was installed so were not able to readily determine repair liability. There are no other fences along the levee which led Halff to beleive that this fence was installed for and/or by LSRP. LSRP has denied ownership and repair liaiblity. The GPMURD Board considered removing the fence but suggested before taking that action, the item be brought to the Sports Corp for consideration.
Financial Consideration
Halff Associates recieved one repair estimate for $52,380.94. If the Board would like to move forward with repair of the fence, the next step would be to get two additional quotes.
