Analysis
The South Sector Wastewater System was constructed in three phases over a time period of 4 years by Grand Prairie and completed 2017 at a total construction cost of $10,351,212.39. .

After this project was started, Mansfield expressed a desire to discharge wastewater into the system. We accordingly made a change order to the contract to accommodate that flow and Mansfield reimbursed Grand Prairie $1,560,098.62 based on the percentage of the capacity of the facilities that they will utilize. In return we entered into an interlocal agreement with them that allows two options 1. The system would continue to be owned and operated by Grand Prairie and Mansfield would pay a monthly charge to Grand Prairie for the transport of the Mansfield wastewater to the Trinity River Authority Regional Wastewater Plant (in addition to their share of the capital cost cited above) OR we could dedicate the system to the TRA where they would own, operate and maintain the system and each entity would pay to TRA their share of the operating costs.

TRA inspected the facility upon completion and requires a number of modifications/improvements that are conditional to their acceptance. The modifications are expected to cost in the range of $434,712.00 plus engineering costs . This agenda item is to determine if the City Council is agreeable to dedicating the facilities to TRA and if so, awarding an Engineering contract in the Amount of $99,200 plus a 5% contingency of $4,960 for the development of plans, specifications and construction contract administration for the requested improvements. Mansfield will pay some 15% of the engineering and construction costs.

We believe it is in the best long term int...
