Analysis
The approved Capital Outlay Budget for FY 2018 includes $60,000 for the purchase of (6) Hydraulic 8x8 Shoring Shield w/ Speed Struts as an improvement.
Excavating is recognized as one of the most hazardous construction operations. Shoring boxes are used as a support system for trench faces used to prevent movement of soil, underground utilities, roadways, and foundations. Shoring is used when the location or depth of the cut makes sloping back to the maximum allowable slope impractical. Hydraulic shoring provides a critical safety advantage over timber shoring because workers do not have to enter the trench to install or remove hydraulic shoring.
The shoring boxes will allow us to stay in accordance with OSHA (Occupational Safety and Health Administration) and EPA (Environmental Protection Agency) laws and regulations.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including Choice Partners cooperative.
