Analysis
The proposed wireless communication network will support data and video transmission from 75 traffic signals to the Traffic Management Center (TMC). It offers a high bandwidth that will support the City’s Advanced Transportation Management System (ATMS), providing communication to digital CCTV cameras, advanced transportation controllers, video detection, and dynamic message signs. The proposed wireless communication network will also be integrated with the existing fiber communication system to ensure scalability and redundancy between the fiber and wireless communication system.
Scientel wireless, LLC implemented the original City’s wireless communication network and has provided all maintenance and support services since the implementation in 2011.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC. The City of Grand Prairie does not need to competitively bid items purchased through HGAC as they have already been bid by the sponsoring entity.
Scientel’s HGAC contract CW10-14 will be used for purchasing of wireless communication equipment and installation of equipment.
