Analysis
On November 07, 2017, City Council approved a contract for RJC renovations to Home Depot Renovation Services through their US Communities Contract #16154. Renovation work began on the RJC in late December. During the first day of demolition, mold and hidden damage was discovered on the entire west wall. Accordingly, remediation and added repairs are required to continue forward with the renovations; the added costs for the remediation and repairs is $40,378. Both staff and contractor have advised that the added costs are the worst case scenario and some savings are expected pending actual drywall replacement needs.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities.
