Analysis

Liberty Multifamily proposes to develop 360 multi-family units in 1, 2, and 3 bedroom configurations through the use of non-competitive tax credits. The property is 30 acres at the northeast corner of Belt Line and Marshall as shown on the map below. In addition to the residential units, approximately 8,000 to 20,000 square feet of commercial/retail flex space is proposed along Belt Line Road with residential above the commercial space. Two access points are proposed from Belt Line and one access is proposed from Marshall.

Zoning of the property is split between SF-4 and GR, General Retail with the northern 2/3rds zoned residential and the south 1/3 zoned General Retail. The property is bounded on the east by Plattner Creek and a portion of the property is within the 100 year flood plain. The applicant is proposing to retain the flood plain area as a natural buffer between the development and the Ridgemar neighborhood on the other side of the creek.

As part of the State tax credit bid process, the applicant must obtain a Resolution of No Opposition from City Council. This item is presented to the Development Committee for review and recommendation.
