Analysis

The purchase of the Fire Department's Self-Contained Breathing Apparatus (SCBA) Communication Equipment and Hardware is a budgeted and a planned upgrade(s) to current equipment. The Scott Airpak electronic consoles allow for communication with command-on-scene during an incident.  It acts as an accountability system wherein a firefighter is able to connect with command-on-scene electronically instead of over radio.  The equipment passes information through the system electronically noting a potential mayday, being low on oxygen supply, personal accountability reports, etc., drastically increasing firefighter safety and saving time.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master interlocal cooperative agreements with various entities including the City of Austin.

The City of Austin contract (GA14000072) began June 16, 2018 and will expire June 15, 2019. The City purchases from Municipal Emergency Services frequently and is satisified with their performance on other contracts.
