Analysis
Fish Creek is experiencing significant erosion in the vicinity of King Harbor Court near Lake Parks North subdivision. City staff has monitored the erosion in this area for several years. The erosion appeared to be progressing at a slow rate until Spring 2018, when the erosion began encroaching upon the City's water pipeline and a wastewater pipeline. The erosion has become quite concerning and must be protected.
Stantec Consultants Inc. (STANTEC) has been selected as the most qualified vendor to perform a feasibility analysis to study up to three feasible options to address the erosion. The analysis includes geotech borings that are required to determine which potential solutions will work in the soils present at this location.
Chapter 252.022 of the Local Government Code provides for the exemption to competitive bidding when the procurement is for personal, professional, or planning services; when procuring professional services the City must select the most highly qualified provider of those services on the basis of demonstrated competence and qualifications and then attempt to negotiate with that provider a contract at a fair and reasonable price.
