Analysis
The city has seen a proliferation of discount retail stores. These stores sell a variety of inexpensive goods, including low-quality food of questionable nutritional value, and often locate in at-risk communities where healthy food options are limited. The purpose of this item is to discuss recently-adopted legislation which defines and sets geographic and operational limitations on such stores, including requirements that such stores sell fresh, healthy food items. The City of Mesquite recently adopted an ordinance defining and regulating "Variety Stores" (attached) which includes limitations on the proximity between stores and the minimum floor area which must be devoted to sale of fresh produce, meat, and dairy products.
