Analysis

The City Employee Mileage and Travel Policy (Attachment A) was updated by the Management Services Department to come into compliance with IRS requirements.  All City departments with the exception of the Police Department will now receive a per diem for all meals and miscellaneous tips.  Transportation (airline/taxi/uber) and hotel costs will be reimbursed using a City P-card and/or mileage reimbursement.

The Police Chief requested the Police Department retain actual meal reimbursements based on the cost saving to the City.  Management Services audited historical Police travel meal reimbursements and determined the Police Department would save several thousand dollars using actual meal reimbursements versus a per diem.  The Police Department will be allowed to retain actual meal reimbursements unless reimbursements begin to exceed the per diem.

The new City Employee Mileage and Travel Policy took effect beginning October 1, 2018.

Based on the IRS requirements the F&G City Council Committee should review the City Council Mileage and Travel Policy (Attachment B) to come into compliance with the City Employee Mileage and Travel Policy.
