Analysis
Schrickel, Rollins and Associates was hired to design paving improvements to add a right turn lane along northbound Carrier Parkway to eastbound Corn Valley Road at their intersection. This right turn lane is needed for school buses and trucks to safely make the turn from Carrier Parkway to Corn Valley Road and to allow two lane traffic movement through the intersection.
The project includes approximately 382 Square yards of new pavement, 28 square yards of new sidewalk; addition of new barrier free ramps and pedestrian push buttons at the existing traffic poles at all four corners of the intersection; relocation of an air release valve; relocation of a new storm drain recessed inlet, and other miscellaneous related items of work.
The City of Grand Prairie advertised and received two bids for this project on Tuesday May 19, 2015:
XIT Paving & Construction Total Bid: $319,291.00
Pavecon Public Works Total Bid: $331,773.67
Schrickel, Rollins and Associates and Staff recommend that this project be awarded to XIT Paving & Construction for the low bid amount of $319,291.00.
This project is very time sensitive to ensure construction completion this summer to be ready for the start of school. Project is anticipated to start in mid-June 2015 with a construction timeline of 60 calendar days until completion in order to minimize the impact on the nearby school, which will begin the fall semester on August 24th, 2015.
Financial Consideration
The bids received are over the budget for this project in the amount of $92,035. This is due to the small size of the project, current economic climate and current work load of the contractors in the Dallas/Fort Worth area.
Funding in the total amount of $356,855 is available as follows:
1. $264,820 is available in Street Capital Projects Fund (400192) WO #01407103 (Intersection Improvements Carrier/Corn Valley) 68540 Construction
2. $92,035 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Street Capital Projects Fund (400192), WO #01407103 (Intersection Improvements Carrier/Corn Valley) ( $15,965 for in-house labor distribution 68999; $15,965 for contract contingency 68540; $5,634 for material testing 68560; $54,471 for construction 68540)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2014/2015 Capital Improvement Projects Budget be amended by transferring and appropriating $92,035 from the unobligated fund balance in the Street Capital Projects Fund (400192) WO #01407103 (Intersection Improvements Carrier/Corn Valley).
