Analysis

The City of Grand Prairie has been progressing in the development of the Veloweb Trail System in North Grand Prairie.  The segments of trail are identified below:

•                     Lone Star Trail, 3.8 miles which connects to the City of Irving's Campion Trail

•                     Wildlife Commerce Trail Project, 1.7 miles, TIFF funded connecting Lone Star Trail at Beltline to Wildlife Parkway at Hard Rock

•                     Wildlife Parkway Roadway Improvements, 0.6 miles connecting Wildlife Commerce Trail to existing Good Link Trail and funded through the Road Improvements Project

•                     The Good Link Trail was funded through federal highway administration funds as mitigation for State Hwy 161.  The trail connects CP Waggoner to Mike Lewis Park

•                     The Northwest Connection will extend from Mike Lewis Park to the Fort Worth city limits, approximately 1.4 miles

In April of 2018, an interlocal agreement was executed between the City of Fort Worth and Grand Prairie for Veloweb Trail design (70%) connecting Arlington's River Legacy Trail into the city limits of Fort Worth and extending into Grand Prairie terminating in Mike Lewis Park.  The design phase of the project is funded through a $900,000 federal grant on an 80% federal to 20% local match with each city funding $90,000.  The City of Grand Prairie has appropriated funding for the City's local match for design.

Selection process for engineering and design services is underway.  The City of Fort Worth will serve as the prime local coordinator for the federal funds during the design phase, and the design process will separate the construction plans into two packages so each City will be responsible for the segment of trail system in their jurisdiction.  Award of contract is anticipated within the next 90 calendar days.  Design services to the 70% level is anticipated to take 12 to 15 months.  During the design process, a more detailed construction estimate, including the Environmental, Right of Way, Utilities and drainage components will be developed.  At that time, the City of Grand Prairie can apply for additional funding through RTC, upon approval by City Council.

The Grand Prairie segment of the Regional Velo Web of approximately 1.4 miles will complete 8 plus miles of trails linking Lone Star Trail to the Good Link and ultimately to Centre Port in Fort Worth and River Legacy Trail in Arlington.

NCTCOG submitted the construction phases of the Grand Prairie and Fort Worth trail segments to the Regional Transportation Council (RTC) which approved funding in late 2018.  The Grand Prairie segment of construction has a preliminary construction budget of $4,600,000 of which 80% ($3,680,000) would be federally funded and $920,000 would be Grand Prairie's local share.  Approval of the $4.6 million was made by the RTC in October 2018.  This estimate excludes Environmental , potential Right of Way Acquisition, potential utility relocation and drainage and the remaining 30% of design services.

Financial Consideration

Funding for the City of Grand Prairie's portion of the local match for 70% design services was appropriated from the Park Capital Projects Fund (317193) WO# 01803601 (Veloweb Trail Design).  Combined funding from City and Federal funds is to be determined during the design process.  Staff will present updated costs and proposed funding sources for local match at a future meeting., within the next 12 months.
