Analysis

As part of the City’s ongoing Capital Improvements Program, wastewater locations in decaying condition are recommended for replacement by the Water Utilities staff on a yearly basis.  City staff has prepared plans and specifications to replace old, decaying wastewater mains in various locations throughout the city with new wastewater mains.  For this design package, a total of three (3) locations were identified, and include the following wastewater improvements:

 

                     Replacement of 1,319 linear feet of wastewater main with 8” PVC wastewater main by open cut, replacement of 602 linear feet of wastewater main with 8” wastewater main by cured-in-place pipe (CIPP) method, and replacement of 65 linear feet of wastewater main with 8” wastewater main by pipe bursting along Tarrant Road between Stadium Drive and Interstate 30.

                     Replacement of 2,145 linear feet of wastewater main with 8” PVC wastewater main by open cut along Galveston Street between W. Jefferson Street and SW 19th Street.

                     Replacement of 317 linear feet of wastewater main with 8” PVC wastewater main by open cut along Marshall Drive east of the intersection of S. Belt Line Road and Marshall Drive.

 

This project includes approximately 4,448 LF of 8” wastewater pipe replacement, 1,620 LF of 4” wastewater pipe replacement, 64 wastewater service re-connections, 12 new wastewater manholes, 102 vertical feet of wastewater manhole rehabilitation, 1,960 square yards of pavement repairs for utility work, and other miscellaneous related items of work.

 

The City of Grand Prairie advertised and received five (5) bids for this project on Monday, October 26, 2015:

Staff recommends that this project be awarded to ACE Pipe Cleaning, Inc. for the low bid amount of $753,163.50

 

Project is anticipated to start in November 2015 with a construction timeline of 180 calendar days until completion.

 

Financial Consideration

The bids received are within the budget for this project.

 

Funding for the construction contract with ACE Pipe Cleaning, Inc. in the amount of $753,163.50 (68540) for Miscellaneous Wastewater Replacements at various locations throughout the city; Material testing with Team Consultants in the amount of $12,358 (68560); 5% contract contingency in the amount of $37,658(68540); In-house labor distribution in the amount of $37,658(68999) for a total project cost of  $840,837.50, which is available as follows:

 

1. $497,043 is available in Wastewater Capital Projects Fund (500692) WO #01510303 (FY15 Wastewater Main Replacements). 

2. $343,795 is available by appropriating and transferring from the unobligated fund balance of Wastewater Capital Project Fund (500692) to WO #01510303 (FY15 Wastewater Main Replacements).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2015/2016 CAPITAL IMPROVEMENTS PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $343,795 FROM THE UNOBLIGATED FUND BALANCE IN THE WASTEWATER CAPITAL PROJECTS FUND (500692) WO #01510303 (FY15 WASTEWATER MAIN REPLACEMENTS)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2015/2016 Capital Improvement Projects Budget be amended by transferring and appropriating $343,795 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) WO #01510303 (FY15 Wastewater Main Replacements).
