Analysis
On December 12, 2017 the City of Grand Prairie approved a Construction Contract with Tiseo Paving Company in the total negotiated amount of $12,688,471.60 for Great Southwest Parkway from Sara Jane Parkway to Mayfield Road; materials testing with Alliance Geotechnical Group in the amount of $159,504; 5% contingency in the amount of $634,424; In-house engineering in the amount of $317,212; street lighting allowance of $52,000; signal/fiber allowance of $200,000; additional traffic control allowance by Grand Prairie Police Department $104,000; for a total project cost of $14,155,612
This project provides for the construction of approximately 4,900 L.F of 6 concrete lanes divided roadway (89- foot wide) with utilities from IH 20 to Mayfield Road.
The current proposed Change Order/Amendment #2 in the total net amount of $306,783.64 provides for the following:
During construction, the contractor found a multi-duct underground AT&T duct system that has caused a conflict to construct the TRA 36” main included as part of this project by the open cut method. Upon further review and also due to safety concerns it was decided by TRA to bore 120 lf of 36” TRA sanitary sewer line under Great Southwest Parkway rather than open cut. TRA has approved $159,179 additional funds (that includes contingencies) as part of a second amendment to the TRA interlocal agreement proposed as part of the July 17th City Council consideration to fund this portion of the work funded by TRA. The reduction in open cutting cost is -$63,126 while the net increase to bore is $172,305 . TRA is also splitting the cost for a TRA manhole in conflict with the city waterline. The net total cost associated with this work is $117,005 with TRA’s cost at $113,104.
The existing AT&T duct bank as mentioned are also in conflict with the propped bridge piers and storm drain as originally designed. In order to get the construction started during the summer months (originally anticipated to start in May 2018) and to avoid further delays while AT&T is relocating their facilities at their full expense anticipated to take until December not accounting for weather delays, the City has prepared a redesign of bridge abutment and drainage adjustments to avoid the conflicts with the existing duct banks to start work on the bridge and the storm drain facilities. This work also includes a temporary box culvert support for the existing AT&T duct bank system that Staff have asked AT&T for cost participation. The AT&T duct bank system services a major portion of Grand Prairie and the surrounding areas. The total cost associated with these adjustments is $193,679.64.
Change order/ Amendment No. 1 approved by City Council on May 1, 2018 in the net amount of $19,835 provided for additional 4,100 linear feet of silt fence, 2 additional construction entrances, upsizing 4 wastewater manholes to 5’ manholes and field survey of AT&T lines to determine conflicts.
Upon approval of this change order, a public meeting is to be held on July 26th and traffic detour for the construction of phase I of the project for the north bound lanes from Sara Jane Parkway to Forum Drive anticipated to start by August 6th. There are 132 additional days associated with this work thus the completion date is now April 30, 2020.
