Analysis
This project provides for paving and drainage improvements for Phase I of Oakdale Road between Roy Orr Blvd to the existing dogleg at Old Oakdale Road. Phase I of the Oakdale project consists of 600 feet of concrete 4-lane divided thoroughfare between Roy Orr Blvd and the dogleg at Old Oakdale Rd; it also provides for the installation of traffic signals at the intersection of Oakdale Road and Roy Orr Blvd., storm drain and water main improvements, street lighting and other related items of work.
Phase II segment of Oakdale Road Project provided for 30% design and will extend Oakdale Road 3000 feet eastward to SH 161; design of this segment will be completed and constructed under separate contracts in FY 2021 and beyond and pending future developments in the area.
This project was advertised as competitive sealed proposals method; this method allows the selection of a contractor who provides best value for the City based on pre-established ranking criteria specified in the proposal documents. The City of Grand Prairie received three (3) proposals for this project on Wednesday May 26, 2016 as follows:
Rebcon Total proposal: $2,364,741.27
McMahon Contracting Total proposal: $2,717,302.91
Pavecon Public works, LP. Total proposal: $2,580,322.25
An evaluation committee consisting of City Engineering and Public Works staff and project engineering consulting staff with Freese and Nichols, Inc. convened on June 3, 2016 and ranked each proposal based on the ranking criteria; these criteria included Contractor experience, personnel experience, experience with the City, proposed reduction in cost and schedule and proposed subcontractors.
Scoring sheets from each evaluation committee member were compiled and averages for each ranking category were listed for each proposer in an evaluation summary table as follows:

Based on the evaluation ranking scores, McMahon Contracting, Inc. proposal represented the best value for this project.
The second portion of the competitive sealed proposals method allows the City to negotiate scope, unit prices and time with the selected proposer as per as per Local Government Code Chapter 2269.
As the project cost proposal was over its allocated budget, FNI worked with the City to eliminate the storm drainage work from the Phase II portion of the project since the interim measures completed by City crews earlier this year appear to have solved the immediate ponding drainage concern at that location. The drainage improvements will be included in the overall Oakdale Phase II construction at a future date. By removing the said storm drain improvements project costs for comparison purposes are as follows for the proposers:
Rebcon Total adjusted proposal: $1,668,231.42
McMahon Contracting Total adjusted proposal: $1,692,282.84
Pavecon Public works, LP. Total adjusted proposal: $1,925,735.80
The above costs were negotiated with McMahon Contracting to arrive at a mutual agreed negotiated proposal cost of 1,677,641.72 a savings of $14,641.12.
As part of this project, Staff worked with our Water Master Plan engineers and upon further evaluation were able to eliminate the existing aged 12" water main along Oakdale Road from the dogleg to SH 161; however, this work involved making connections of existing fire hydrants and water services to a parallel existing 24" water main that was recently constructed. This cost was not anticiapted during the budgeting phase and funding is therefore being requested to perform this recommended work.
Freese and Nichols Inc. and Staff recommend that this project be awarded to McMahon Contracting, Inc. for the negotiated proposal amount of $1,677,641.72.
This project is anticipated to begin construction in Mid-August 2016 with a construction timeline of 210 calendar days until completion in March 2017. The final negotiated price of $1,677,641.72.with McMahon Contracting, Inc. represents the best value to the City.
Financial Consideration
Funding in the total amount of $1,862,862.50 is available as follows:
1. $1,674,114.47 is available in Streets Capital Project Fund (400192) WO#01406303 (Oakdale-Roy Orr to 161 STRT)
2. $188,749 is available by appropriating and transferring from the unobligated fund balance of Water Capital Project Fund (500592) to WO #01613003 (Oakdale-Roy Orr to 161 WTER)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2015/2016 Capital Improvment Projects Budget be amended by transferring and appropriating $188,749 from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01613003 (Oakdale-Roy Orr to 161 WTER)
