Analysis
At their meeting held on June 17, 2014, Council awarded a construction contract to Moore Construction Management, Inc. in the amount of $441,000, plus a 5% construction contingency. Included in that award were three sign structures at key locations around the City that would house two video boards at each location. It was noted in the 6/17 Council Communication that the award did not include the actual video boards and that they would be purchased through a separate State approved procurement process. The recommendation brought to Council at this time covers the purchase of the video boards for installation within the sign structures that have already been awarded.
Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including The Cooperative Purchasing Network (TCPN). TCPN is a national cooperative purchasing alliance for public agencies, including: Counties, Cities, Special Districts, K-12, Private Schools, Colleges, Universities, Non-Profits, and State Agencies.
Lantek was contacted by the City's Purchasing Department for pricing through the TCPN program to furnish and install a total of six (6) 7.56' tall by 12.6' wide outdoor LED video display boards, two per sign structure in three separate sign locations that would be provided by others. The two video boards at the Lynn Creek/Lake Ridge sign were broken out as a separate pricing proposal item since they would be funded through a separate account than that for the four video boards at the Carrier/I-20 and Carrier/Roy Orr signs. Certified pricing was submitted by Lantek through their TCPN Vendor ID No. R5192, with an expiration date of 6/30/15. Pricing for the Lynn Creek/Lake Ridge video boards were provided in the amount of $98,548.26 (TPCN Proposal No. R5192-TX-1407), and pricing for the video boards at the two Carrier Pkwy sign locations were priced at $197,096.52 (TCPN Proposal No. R5192-TX-1406), or exactly double the amount for the Lynn Creek/Lake Ridge sign, as would have been expected. Thus, the combined pricing provided by Lantek totals $295,644.78 as previously noted in this communication.
Lantek is a Grand Prairie based communications firm that has performed acceptably on other projects for the City. The most recent project to their credit for the City has been the audio upgrades to QT Park that were accomplished late last year in advance of the AirHogs' current baseball season.
Financial Consideration
Funding for the video boards in the amount of $295,645 plus contingency in the amount of $8,870 for a total request of $304,515 is available as follows:
1. $61,568 is available in Lynn Creek in Lake Capital Projects Fund (318793) WO #01202403 (Lynn Enhancements)
2. $242,947 is available in Municipal Facilities Capital Projects Fund (405090) WO #01303003 (Electronic Signage)
