Analysis
It is the intent of this contract to facilitate the modifications and renovation to the existing 2.0 MG elevated storage tanks and chemical injection pump stations.
Peninsula Tank requires the installation of sodium hypochlorite and ammonia bulk tank and chemical injection pump systems to supplement the maintaining of water quality as required by TCEQ.
Traders Village Tank requires the installation of ammonia bulk storage tank and chemical injection pump station to maintain water quality as required by TCEQ. The tank needs several improvements that include replacing the existing 30 inch inflow - outflow piping, sandblasting and coating the inside of the tank and dry riser due to excessive corrosion, installation of a new 30 inch butterfly valve with electric actuator which provides the ability of remotely isolating the tank in an emergency, replacing the existing ladders and fall prevention systems including various other piping, safety improvements and associated appurtenances.
Notice of bid #13011 was advertised and distributed with three bids received. There were no Grand Prairie vendors available for this commodity.
The low bid received from Fryer Construction Company meets specifications and is recommended for award.
The secondary vendor, Dake Construction Company, will only be used if the primary vendor cannot fulfill the needs of the City.
Financial Consideration
Funding in the total amount of $1,258,740 is available as follows:
1. $973,400 is available in Water Capital Project Fund (500592) W.O. #01206903 (FY 12 Water Tank)
2. $285,340 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Project Fund (500592) to WO#01206903 (FY 12 Water Tank)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2012/2013 CAPITAL IMPROVEMENTS PROJECT BUDGET BY TRANSFERRING AND APPROPRIATING $285,340 FROM THE UNOBLIGATED FUND BALANCE IN THE WATER CAPITAL PROJECTS FUND (500592) TO WO#01206903 (FY 12 WATER TANK).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2012/2013 Capital Improvements Project Budget be amended by transferring and appropriating $285,340 from the unobligated fund balance int he Water Capital Project Fund (500592) to WO#01206903 (FY 12 Water Tank)
