Analysis

Consider a request to approve a Site Plan for an approximate 8,400 sq. ft. expansion of the Crosspoint Church of Christ.  The 9.81 acre property, zoned Planned Development (PD-140), is addressed as 3200 W. Bardin Road.  The property is located within the I-20 Corridor Overlay District.

 

ADJACENT LAND USES AND ACCESS:

 

North -                     The tract immediately to the north of  the church is vacant and is zoned Planned Development 140 (PD-140) for “Commercial” uses. The tracts to the northeast of the church are developed and occupied by Redeemed Christian Church of God and LA Fitness.  Access to these abutting tracts is from the I-20 Frontage Road and Endicott Drive.

 

South -                      To the south is Bardin Road which is a principal arterial, six-lane divided (P6D) thoroughfare on the City’s Master Transportation Plan.  The road is currently constructed as a four-lane divided street section. The properties south of Bardin Road are zoned Planned Development 140B (PD-140B) for single-family detached uses.  These properties are fully developed with single-family detached homes as part of the Stone Brooke Phase 1 & 2 developments.

 

East -                                          To the east is a vacant tract that recently obtained City Council site plan approval to construct a five (5) story residential condominium with 302 dwelling units on 7.237 acres.  Access to this site is via Bardin Road

 

West -                     To the west there is only one property that directly abuts the subject property.  This property is also zoned Planned Development 140 (PD-140) for “Commercial” uses. It is developed and occupied by Concorde Medical Services College.  Vacant land and then SH 360 are west of the college.

 

 

PURPOSE OF REQUEST:                     

 

The applicant, Crosspoint Church of Christ, is seeking City Council approval of a Site Plan Amendment application to construct an 8,400 sq.ft. addition to the existing church.  The addition  will be used to house children education activities.   In accordance with Section 16.2.1 of the Article 16 of the Unified Development Code (UDC), site plan approval is required whenever a project is located within a designated Corridor Overlay District. As such, the development must meet the minimum requirements prescribed in the UDC for the property’s underlying zoning district classification, as applicable, and adhere to the additional architectural standards specified in the UDC, Appendix F “Corridor Overlay District Standards.”  The purpose of the site plan review is to ensure full compliance with these regulations and standards

 

PROPOSED USE CHARACTERISTICS AND FUNCTION:

 

The applicant proposes to construct an 8,400 sq.ft. addition to the existing 18,247 sq.ft. church building, which was approved via Site Plan approval in late 2010. As part of this proposal, the existing playground will be shifted to the north of the new addition.  The proposed structure will be constructed of a complementary mix of materials to match the existing façade of the church.   No other on-site improvements are proposed.

 

The proposal conforms to all development standards.
