Analysis
On April 4, 2017 City approved a Professional Engineering and Surveying services contract with Grantham and Associates, Inc. for the Fish Creek Road Preliminary Alignment and traffic study from Belt Line Road to Westchase Drive. It also provided for the preparation of final paving and drainage plans including bidding and construction services for the Fish Creek Road/Dechman Drive project. It also provided for improving the roadway embankment and enhancing rideability, safety and traffic flow at the 90 degree roadway bend at Fish Creek Rd/Dechman Drive and to accommodate the proposed apartment complex at that location. It also provides for a widened Roadway section at Beltline Road for facilitating increased future Traffic at the proposed School site.
The construction project consists of approximately 4,800 L.F of future 3 concrete lanes (37- foot wide) from IH-20 Service Road to proposed Charter School Road, and for 5 concrete lanes (63-foot wide) from proposed Charter School Road to Belt line Road.
Complete funding was provided as part of the FY18 CIP approved budget. Right of Way and easements are still under negotiation and anticipated to be donated.
This project was bid using the competitive sealed proposal method. On Tuesday, October 31, 2017, the City of Grand Prairie publicly opened nine proposals for the Fish Creek Road Paving and Drainage Improvements. All proposers acknowledge receipt of the addenda issued and submitted bid bonds. Grantham & Associates, Inc. tabulated the bids and the results are provided in the table below. No errors were found in the bid tabulation.
On Friday, November 3, 2017 the Selection Committee met to evaluate the proposals. The Committee's ranking of the proposers is provided below in order.

Note that McMahon Contracting, L.P. was the highest ranked proposer. In addition, they provided a schedule of 100 days to complete Phase I of the construction, and 226 days to complete the project by July 31, 2018.
During subsequent proposal negotiations with the City, McMahon agreed to reduce their bid to $4,134,454.19
This item was considered by the City Council Development Committee on October 9, 2017 and the Finance and Government Committe on November 7, 2017, and recommended for City Council approval.

5. $99,482 is available by transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01811803 (Fish Creek Rd from Beltline to Westchase Widening/Reconstruction - WTER)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2017/2018 Capital Improvement Projects Budget be amended by appropriating and transferring $99,482 from the unobligated fund balance in the Water Capital Projects Fund (500592) WO #01811803 (Fish Creek Rd from Beltline to Westchase Widening/Reconstruction - WTER)
