A-06-14 - Annexation - Hunter Ferrell Road & MacArthur Boulevard (City Council District 1). Consider adoption of a Memorandum of Understanding (MOU) between Grand Prairie and Irving AND adoption of a Resolution outlining the timetable for annexation of a portion of Hunter Ferrell Road located between S. Belt Line Road and a portion of the MacArthur Boulevard located between Hunter Ferrell Road and the south side of the new MacArthur Boulevard bridge to establish the mutual municipal boundary line, along said section of roadways, between the City of Grand Prairie, Texas and the City of Irving, Texas. Analysis
Staff has prepared the attached Memorandum of Understanding (MOU) between Grand Prairie and Irving outlining the timeline for the acceptance of the Dallas County orphan roads (Hunter-Ferrell Road and MacArthur Boulevard) and the establishment of the subsequent mutual boundary line between Grand Prairie and Irving. Further, the MOU outlines, as part of the boundary line adjustment between Grand Prairie and Irving, that Grand Prairie will accept into its corporate limits the entire Hunter-Ferrell Bridge and that Irving, upon completion of the construction of the MacArthur Bridge, will accept into their corporate limits the entire MacArthur Bridge. The primary purpose of the MOU, due to Dallas County's strong desire to have the aforementioned orphan roads annexed as soon as possible by either Grand Prairie and Irving, is to ensure that all Parties are in full agreement with location of the new mutual boundary line between Grand Prairie and Irving and that the Hunter-Ferrell Bridge is fully within Grand Prairie's corporate limits and that the MacArthur Bridge is fully within Iving's corporate limits upon completion of the bridge.
The MOU has been reviewed by the City of Irving's Deputy City Attorney, Kuruvilla Oommen, and he has stated that the City of Irving is in support of the MOU as written. The MOU is scheduled to be adopted by the Irving City Council on September 17, 2015. The MOU will not become effective until both parties sign the agreement.
