Price agreement for pavement leveling services with Nortex Concrete Lift & Stabilization (up to $632,730 annually) for one year with the option to renew for four additional one year periods totaling $3,163,650 if all extensions are exercised; and authorize the City Manager to execute renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
This service is used to restore concrete pavement to original grade, thereby, relieving standing water to a positive drainage flow. The process of filling, stabilizing and lifting concrete with a formulation of high density polyurethane, in most cases can be less expensive than a full depth concrete removal and replacement.
Notice of bid # 16137 was distributed to twenty-nine (29) vendors. There were no Grand Prairie vendors available for this service. One bid was received as shown on Attachment A. Bids were evaluated against best value criteria identified in the specification which included: price, reputation, experience, and past relationship. After an evaluation of the bid City staff determined Nortex Concrete Lift & Stabilization submitted the best value bid.
Staff recommends award of this price agreement to Nortex Concrete Lift & Stabilization in the annual amount of $632,730.
Financial Consideration
Funds are available in Street Sales Tax Maintenance Capital Projects Fund, FY17 STMT Projects, Pavement Leveling (232010) WO #01713503 (FY17 STMT Projects) (63031) and will be charged accordingly on orders through the end of the current fiscal year.
Funds are also available in various departments operating budgets and will be charged accordingly on orders through the end of the contract. Funding for future fiscal years will be paid from that year's approved budget.
