The Office of Emergency Management (OEM) is seeking a Resolution to authorize City Manager, Tom Hart, to accept the FY 2015 Urban Area Security Initiative Grant Award and other grant related documents from the Texas Department of Public Safety in the amount of $155,758.16 to purchase and/or enhance emergency response equipment. These funds will be managed by the OEM and allocated by project to both the Police and Fire Departments. Due to the new Texas Department of Public Safety grant management system, the application process differed from previous years and is now an all-inclusive online submission process.

Hazard Mitigation Action Plan Update:
This project will identify the threats and hazards that occur in the City of Grand Prairie, determine the frequency and magnitude, and incorporate this data into analysis and planning processes to properly mitigate and respond to the needs of a community. In addition, the planning process that is incorporated into gathering data creates a systematic process engaging the whole community as appropriate in the development of executable strategic, operational, and/or community-based approaches. This plan is due federal adopted and must be updated every five years to be eligible for Federal and State Hazard Mitigation grant funds.
Hazardous Materials Response Capability Fulfillment Project:
This project is requesting the purchase of needed equipment to supply the highly trained team members with the necessary tools to perform their function as a FEMA Type III Hazardous Materials Response Team(s). This equipment will allow team members the ability to conduct field testing of known chemicals, presumptive testing of unknown chemicals and the identification of chemical substances using a variety of sources. A highly trained and sufficiently equipped Hazardous Materials Type III Response Team is imperative due to the geographic location of the City of Grand Prairie within the Dallas/Fort Worth metroplex.
Infrastructure Surveillance Enhancement Project:
Grand Prairie Police Department is requesting funding of a Skywatch Sentinel Tower to enhance the current surveillance capability of the Special Operations and Patrol Divisions. This tower would be used to protect critical infrastructure and large special events open to the public. The Skywatch Tower would also be used to enhance public safety through deployment at public areas where people routinely gather such as shopping centers, public fitness facilities and restaurants. The Skywatch Tower would be added to the current system that uses criminal intelligence information to target crime hot spots and potential problem areas
Operational Communications Capability:
This project will provide the capacity for the City of Grand Prairie’s Office of Emergency Management to launch timely communications in support of security, situational awareness, and operations by use of satellite voice capabilities among and between affected communities in the impact area and all response forces. In addition, a conference phone with the capability to call and connect multiple parties is desired to facilitate operational coordination, communication and collaboration with multiple stakeholders and organizations.
Public Education Initiative:
The Office of Emergency Management is dedicated to educating its citizens on local emergency and disaster preparedness. By empowering our citizens, city resources are not depleted in the event of an emergency/disaster. With this project we will purchase emergency preparedness items for our KnoWhat2Do public education program as well as brochures for the new mass notification system. The items purchased will be handed out at community events which will help drive our citizens to start thinking of how to prepare for an emergency or disaster along with creating a 72 hour emergency kit.
Financial Consideration
There is no cash match requirement for this funding source.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, to ratify and authorize City Manager Tom Hart to accept the fy2015 urban area security initiative grant award and other related grant documents from the Texas Department of Public Safety/Texas Division of Emergency Management in the amount of $155,758.16 to purchase and/or enhance emergency response equipment. These funds are allocated to provide and/or enhance emergency response equipment for both Police and Fire.
Whereas, the City of Grand Prairie was awarded the FY2015 Urban Area Security Initiative (UASI) Grant;
Whereas, the City will provide a cash match of $0 to the Texas Division of Emergency Management;
Whereas, this grant award would allow the City of Grand Prairie to accept this grant and purchase needed equipment during the grant performance period from September 1, 2015 through August 31, 2017;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Council ratifies and the City Manager or designee is hereby authorized to accept the FY2015 Urban Area Security Initiative Grant Award and other grant related documents with the grant performance period from September 1, 2015 through August 31, 2017.
Section 2. This resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
