Analysis
As part of the FY 2015 CIP budget, City Council approved $386,250 for the replacement of two ambulances and other related equipment (WO#01501003).  The Fire Department is requesting a budget increase of $40,160 and authorization to purchase the following:
 
2 - 2015 Dodge Ram 4500 Type 1 Ambulances - $344,900
The trade-in of two 2006 Ford F350 reduces the cost by $10,000 and is recommended by the department due to age, mileage and performance.  
 
2 - Power Load Systems - $44,730.32
The Fire Department recommends upgrading to the Power Load System to be used with the Power Pro XT stretchers. The Power Load System is an automatic stretcher loading system designed to reduce back injuries. The department initially purchased two of these units for testing in August 2014. We have received positive support from staff testing these units and feel injuries will be furthered  reduced by upgrading to this system.  The cost of the Power Load System was not originally factored with the replacement of the ambulances due to the pending results of the testing period and will require an amendment to the original budget.
 
2 - Power Pro Stretchers - $30,579.41
The cost of the Power Pro stretchers are a separate item from the Power Load System and has a cost of $34,579.41 for two stretchers. The vendor has allowed for the trade-in of two older stretchers for a $4,000 discount on the total price.  
 
Other Equipment - $6,200
Other equipment to be purchased includes related computer and radio accessories and minor equipment.
 
Total cost for all is $426,409.73 after trade-ins and discounts.
 
Financial Consideration
Funding in the amount of $386,250 is available in the Fire Capital Projects Fund (400591), WO# 01501003 (FY15 Ambulance Replacement).  The Fire Department is requesting an increase to WO# 01501003 by approving an ordinance transferring and appropriating $40,160 from the unobligated fund balance in the Capital Reserve Fund (402590).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2014/2015 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $40,160 FROM THE UNOBLIGATED FUND BALANCE IN THE CAPITAL RESERVE FUND (402590) TO THE FIRE CAPITAL PROJECTS FUND (400591), WO #01501003 (FY15 AMBULANCE REPLACEMENT)
 
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
 
SECTION 1.  THAT THE FY 2014/2015 Capital Improvement Projects Budget be amended by approving an ordinance transferring and appropriating from the unobligated fund balance in the Capital Reserve Fund (400591) to the Fire Capital Projects Fund (400591) WO #01501003 (FY15 Ambulance Replacement).
