Analysis
The purchase of an engine for Station 2 for the Fire Department is a planned purchase for FY 2019/2020. A trade-in of $7,500 will be credited towards the purchase of the new engine and discounts totaling $23,409 will be credited with the full prepayment of the unit from Siddons-Martin of Denton, Texas through an interlocal cooperative agreement with Houston-Galveston Area Council (HGAC).

Chapter 271.102 of the Local Government Code authorizes local governments participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie utilizes various master, inter-local cooperative agreements including HGAC.
In addition to professional consulting personnel and financing services, HGAC primarily offers products utilized in areas of Public Safety, Public Works and Communications. A wide variety of capital equipment is procured with an existing contract, and, through a unique feature of HGAC Buy, it can be customized through the use of published and unpublished options to fit our specifications and requirements. The HGAC Buy Contract #FS12-17 began December 1, 2017 and will expire November 30, 2019, subject to extension upon mutual agreement of Siddons-Martin and HGAC.
Financial Consideration
Funding for the purchase and prepayment of one replacement fire engine and make ready equipment is available as follows:
1. $770,974 in the Fire Capital Projects Fund (400591), WO #02000903 (FY20 Engine Replacement) 68340 (Fire Trucks)
2. $13,448 approving an ordinance transferring and appropriating from the unobligated fund balance in the Fire Capital Projects Fund (400591) to WO #02000903 (FY20 Engine Replacement)
4. $6,552 approving an ordinance transferring and appropriating from the unobligated fund balance in the Capital Reserve Fund (402590) to the Fire Capital Projects Fund (400591) WO #02000903 (FY20 Engine Replacement)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2019/2020 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $13,448 FROM UNOBLIGATED FUND BALANCE IN THE FIRE CAPITAL PROJECTS FUND (400591) TO WO #02000903 (FY20 ENGINE REPLACEMENT) AND $6,552 FROM THE UNOBLIGATED FUND BALANCE IN THE CAPITAL RESERVE FUND (402590) TO THE FIRE CAPITAL PROJECTS FUND (400591), TO WO #02000903 (FY20 ENGINE REPLACEMENT).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2019/2020 Capital Improvement Projects Budget be amended by approving an ordinance transferring and appropriating $13,448 from the Fire Capital Projects Fund (400591) WO #02000903 (FY20 Engine Replacement).
SECTION 2. THAT THE FY 2019/2020 Capital Improvement Projects Budget be amended by approving an ordinance transferring and appropriating $6,552 from the Capital Reserve Fund (402590) to the Fire Capital Projects Fund (400591) WO #02000903 (FY20 Engine Replacement).
